If Norton Support does agree to provide you with a download link to full offline standalone v21.x (.exe) installer, be sure to run the installer while you are disconnected from the internet and immediately turn OFF the setting at Settings | Administrative Settings | Automatic Download of New Version to prevent Norton from attempting to upgrade to a v22.x product. Very old Win XP machines with CPUs that do not support SSE2 must install an unsupported Norton v21.x product like the Norton v21.7.0.11 products described in the March 2015 release notes at Product Update - 21.7 of Norton Antivirus, Norton Internet Security & Norton 360, and v21.x products have not been patched for the critical security vulnerabilities described in the June 2016 Symantec security advisory SYM16-010. Most Win XP and Vista computers can run the legacy Norton Security v22.15.5.40 products described in the Sept 2020 release notes at Norton 22.15 for Windows XP, Windows Vista, Windows 7 SP0 is Now Available!, but only if the CPU supports SSE2.
